Dow Chemical, Koch Industries and U.S. Steel Corp. have joined forces with some unlikely allies in opposing the Energy Department’s plan to subsidize coal-burning power plants. The proposal is meant to stem “a steady tide of retirements of coal and nuclear plants, which have lost market share as natural gas and renewable energy flourish.”

The U.S. electricity industry is pressing forward with investments in renewable and gas-fired generation, ignoring the Trump administration’s call for a revival of the coal industry. Among them: American Electric Power Co. (AEP), NRG Energy and Southern Co., all of which have been major customers historically of U.S. coal producers.

A new report documents in data and maps how coal consumption for electricity production across the U.S. has declined—and how it is likely to continue to do so, bringing “different hardships—and opportunities—that arise when communities transition away from coal.”

Peabody Energy, which is seeking to find a buyer to save the Arizona power plant it is supplying from closure, has not found any takers. The Navajo Nation leases the site of the Navajo Generating Station to a group of utilities that are losing money on the plant, which employees almost 1,000 people, including those who work for the mine that feeds it.

“America is awakening to the reality that our country’s energy transition from fossil fuels to renewables—while cutting pollution and creating new jobs in many places—is painful for Appalachian families. But in this challenging time there is real opportunity, if we have the courage to seize it.”

Federal rules that allow for Powder River Basin producers to take coal from public lands at subsidized rates drawing attention from an op-ed writer in Wyoming, and conflict of interest concerns have risen over how a recent administration reversal of reforms was arranged.

“Conservatives who actually support clean energy” are being seen as allies in a national electricity-generation shift that is favoring renewables. Jobs, national security, and faith-based values are common ground in the transition, and alliances are being formed across party lines.

Global coal-fired electricity production has flat-lined over the past few years and is now in decline. Wind and solar are the up-and-coming industries not just in China, Europe and India but in the U.S. as well.

The oil and gas industries are calling into question Energy Secretary Rick Perry’s proposal for federal incentives to keep coal-fired power plants viable. Renewable energy businesses are also pushing back. The resistance does not bode well for American coal companies.

One of the biggest coal-fired power generation stations in the West, unable to compete against market forces, is slated for shutdown. Its closing will affect Powder River Basin mines in Montana alongside the community of Colstrip, which is planning for transition.
